I’ve studied French on my own for over 9 years and in addition, studied it in High School for 3.5 years. I’ve been out of school for almost 6 years now and I’d like to go back, taking 6-12 months of study in France studying their culture and language.

You may have to come at this problem from another angle. You could move to France for 6 months for a total of $4,000. Less if you were willing to tutor kids in English. Even less if you were willing to live with a French family and work at their house.
So you might get a more wonderful experience …. and pay a lot less money, just to move to France for as long as a tourist visa will allow. You won’t get any credit but you will speak French better than living with Americans.

I cannot say for sure… but you should apply for aid and see what you can get. That will depend on how much the school wants you to be there. UCLA is probably a good pick because the cost to go there isn’t that expensive for CA residents… you can change your legal residence! I have friends who do that here at UCSD, and they pay only 8,000 a year (minus any money they receive as foreign aide).
